Check out this thread. It depends on the original owner of the image, so the only way to be sure is to track them down. If it's for personal use (pretty much just if it doesn't leave your computer) then you can use and modify without a problem. In most cases it's editing and redistributing, especially without attributing the author, or trying to make money off it somehow, that would probably get you into trouble.
