kalo High resolution isn't the same as high quality. If you look at 100% zoom and all you see is rough, blocky grain that's not high quality.
Of course there is always some fine noise in a photo and very occasionally it is even desired and emphasized. But this is clearly not one of those candidates. The grain is so rough and blocky that the image was either upscaled or severely compressed.
Ultimately it comes down to an individual tolerance decision. It's impossible to define a precise mathematical boundary for how much compression/noise is too much. But in this case I'd say the removal is definitely justified.
Here's a vague rule of thumb you can use: Before you upload a high resolution photo, zoom in to something like 120% and consider whether you would still tolerate that on your desktop (bear in mind that other people's monitors may have a lower pixel density). If not consider downscaling the image.
I see, well in that case I guess that most of my uploads could be seen as low quality. Do as you please then.
