When uploading, I typed "Submarine" into the tag field and was given a number of options. When selecting one of the options,"Submarines", it prompts me to create a new tag.

As far as I am aware of it means, that the particular tag has been deleted recently, as there are other options you can and should choose from. In general it happens when two or more tags represent the same thing, and to make it more clear and easier for people who search for it. Also sometimes a tag gets deleted, if there is a plural and a singular version, which is unnecessary with the current setup.
