locked purity on walls with clear purity

why this has locked SFW purity? i know the purity is locked when set by a moderator or above staff member, or when uploaded by them, but sometimes i see examples like this one with locked purity, uploaded by a general user. why so? i mean, is this because someone constantly sets incorrect purity and then a staff member appears and locks it?

also, i have noticed too much loading when creating a new thread, i'm not sure if this a bug or just my internet connection

@dwemer: purity locked automaticly because that wall is featured on main page. Mods can change any wallpaper's purity and it remains locked after.
