Where to upload

Seem to have forgotten where and how I upload wallpapers.. any help?

For me there's a box with red text saying upload up on the top menu bar

Few of my uploads were deleted due to broken rule; more than 5? Have a feeling this is wrong.

It's really not intuitive :P

I can see the red 'upload' bar but it opens up a rules menu?

At the bottom of the rules menu, there's a big green button saying "I have read and understand the rules" you have to click before proceeding to upload.

there is no button below brother, I've scrolled all the way down :( maybe there's a glitch at my end
