If I abandon an upload, and it later gets deleted, will it be held against me or will my account be penalized as if I was still the original uploader?

If you're asking whether abandoning an upload will clear you of the crime of uploading a wallpaper that breaks the rules then no. If you truly wish to absolve yourself of the crime then you should abandon and report it for whatever rule it may break. It's ok to abandon a wallpaper because you don't like it, but to just leave a wallpaper that breaks a rule without reporting it means you are fine with whatever rule was broken with it.
