Well I myself don't tag or see them as collages and if they are, then many of my uploads would have to be deletetd...

Collage is a technique of an art production, primarily used in the visual arts, where the artwork is made from an assemblage of different forms, thus creating a new whole.
These images look like a collage to me (and/or picture-in-picture). If more images are found to be breaking the rules then these will be dealt with whenever we get the chance to.
